There is no single answer to “who should inspect a crane?” If someone gives you one instantly, they haven’t asked enough questions yet. The right person changes with the machine, the use pattern, and what has happened to the crane lately.
Quick background: I’ve been handling equipment service orders for construction equipment for about eight years. I’ve personally made, and documented, eleven significant mistakes. The receiving check should include serial numbers, load chart, configuration, and safety devices. Someone should physically compare the paperwork with the machine. I have a scar from this one. I accepted a hook block repair because a mechanic’s weld looked neat and the price was reasonable. - After structural damage, major repair, or modification: the crane manufacturer, a registered professional engineer, or an NDT-qualified inspector, depending on what was done.
If you are not sure which scenario applies, choose the next level up. A crane that has been idle for eleven months should not get only a daily walk-around before its first lift. It needs the level of inspection that matches the risk.
